The Parliament has passed legislation and thereby decided what the police, in general terms, shall do and how. The government has then made complementary additions in the form of ordinances, directives, and terms of reference.
The democratically elected Parliament has passed several laws outlining how the Swedish police should work and what the priorities are.
The parliament appoints the incoming Prime Minister who then appoints the other members of the government. On the basis of these laws, the government elaborates ordinances, directives and terms of reference for the police.
The Ministry of Justice elaborates different plans for the police activities and also follows up the development of the activities.
